I noticed that you are using 'Route based IP hash', this can be used only if the physical switch is configured with Etherchannel enabled. If ether channel is not enabled in the physical switch chnage the PG policy. I can give you some more troubleshooting steps based on your reply. Make sure you have SSH enabled for that
