As mentioned by the vRAM licensing has been removed. To answer the question anyway, the 96GB is the maximum vRAM for a single which counted against the vRAM entitlement, i.e. for a VM provisioned with more than 96GB memory only the 96GB were subtracted from the licensed vRAM. This was just a licensing thing, no technical limitation.
